General

Originals of the below listed documents, together with 2 sets of photocopies, should be submitted with the application (originals will be returned after due verification).

As per Sri Lanka Immigration and Emigration Act No. 20 of 1948, as amended by Act No.07 of 2015, it is mandatory to collect the biometrics from passport applicants applying in Sri Lanka from 15th August 2015. The Department of Immigration and Emigration has decided to extend the above requirement to the applicants applying for passports through Sri Lanka Missions abroad with effect from 01st of January 2018.

In this context, it is mandatory that those applying for passports through Sri Lanka Missions abroad on or after 01st of January 2018 should provide biometrics to the Department of Immigration and Emigration upon their first entry to Sri Lanka. The applicants' departure from Sri Lanka will only be allowed if they comply with this requirement.

Procedures at the Port of entry to Sri Lanka:

Upon the first arrival in Sri Lanka, passenger can either report directly to the Chief Immigration Officer (CIO) at the port of entry, or should be referred to the CIO, who will issue a system generated Biometric Data Acquisition (BOA) form with a unique reference number, along with a guidance note. Each passenger is required to sign the BOA form in two copies, one of which will be given to the passenger to be produced at the Department at the time of biometrics enrolment. There are no facilities at port of departure to provide biometrics. BOA form is attached as Annex C

Procedures after entering Sri Lanka:
Passenger should report to the Department Head Office in Battaramulla, or any of its branch offices in person to provide biometrics. A special counter at the Overseas Mission (OM) division will be arranged for this purpose. No payment will be required.

To avoid delays, passengers are encouraged to reserve date and time through the online appointment scheduling system found in the Department website.

Upon providing biometrics, Department will issue a system generated receipt to confirm completion of biometrics acquisition process, and border control system will be updated to allow the passenger departure. The estimated time of completion of the biometric enrolment process is 45 minutes.

Biometric enrolment process will not include any changes to the passport of the passenger.

Eligibility

Sri Lankan nationals living in Austria and accredited countries

Requirements

  • Duly filled passport application form – download application
  • Current Passport
  • Four passport size (4.5c.m.x 3.5c.m.) color photographs
  • Original Birth Certificate ( translations are not accepted)
  • If the applicant was born outside of Sri Lanka, the Citizenship Certificate
  • If the applicant is a citizen by registration, the Citizenship Certificate.
  • National Identity Card issued by the Commissioner for Registration of Persons
  • Copy of the Visa of country of residence

Passport applications of dual citizens

Applicants of dual citizen are requested to submit following documents:

  • Certified Copy of present Sri Lanka  Passport
  • Certified Copy of Foreign Passport
  • Certified Copy of Dual Citizenship Certificate


Issuance of New Passports to Children

Requirements

  • Duly filled passport application form - download application
  • Current Passport
  • Four passport size (4.5c.m.x 3.5c.m.) color photographs
  • Original Birth Certificate ( translations are not accepted)
  • If the applicant was born outside of Sri Lanka, the Citizenship Certificate or the payment receipt
  • If the applicant is a citizen by registration, the Citizenship Certificate.
  • Letter of consent signed by both parents giving their consent to issue a new separate passport to the minor
  • Death Certificate in case of either parent's death, Divorce Certificate/Court decision together with the order of Custodianship of the child, if parents are divorced
  • Parents passports (bio pages and child inclusion pages)
  • Valid visa of applicant of country of residence
  • Application fee


Issuance of New Passports in lieu of Lost Passports

Requirements

  • Duly filled passport application form - download application
  • Four passport size (4.5c.m.x 3.5c.m.) photographs
  • A Police report obtained from a local Police station
  • A copy of the previous passport
  • Original Birth Certificate (translations are not accepted)
  • National Identity Card issued by the Department of Registration of Persons
  • Valid visa of applicant of country of residence
  • Application fee

Note

For applicants not holding a valid visa will be issued a Non Machine Readable Passport (NMRP), which will be valid only to return to Sri Lanka.

Every applicant, including children, requesting a NMRP should be present for an interview with all relevant documents at the Consular Division of the Embassy



Passports for newly born children

Eligibility

Children born to Sri Lankan parents in Austria and accredited countries*

Birth should be registered at a Sri Lanka Mission abroad (please see under Registration of Birth for more details)

Requirements

  • Duly filled passport application form - download application
  • Four passport size colour photographs
  • Birth Certificate of country (Austria or accredited countries*)
  • Letter of consent signed by both parents giving their consent to issue a separate passport to the minor
  • Payment receipt for Birth and Citizenship registration
  •  Application fee

 

Temporary Passports (NMRP) -In lieu of a lost passport

 A Temporary passport can be issued in lieu of a lost passport of a Sri Lankan national, only to return to Sri Lanka.

Requirements

  • Duly filled passport application form - download application
  • Statement made by the applicant regarding the loss of passport
  • Police report obtained from a local Police Station
  • Copy of the lost passport
  • Copy of the Birth Certificate and Sri Lanka National Identity Card
  • Copy of the Visa/ID of the country of residence
  • Special pass obtained from Austria or accredited countries (only applicable for Social Visit Visa holders)
  • Application fee

 

Amendments of Passport - Inclusion of a child entry in parent's passport

Eligibility

Child entry inclusion in parent passport only can be done in 'M' series Sri Lanka passports. If you have been issued a passport beginning with "N" series, please note that the child included passport will be cancelled upon arrival in Sri Lanka.

  • Two Colour photographs
  • No objection letter signed by the father for the inclusion of the child in the mother's passport or vice versa, if it is to be included in the father's passport

Renewal of Passport

Eligibility

Passports are valid for 5 years from the date of issuance can be renewed for a further period of 5 years. Total period of validity cannot exceed 10 years from the date of issuance.
